Document downloads
Changed how documents are downloaded so the filename is stripped out. This helps to future-proof against any future WAF updates that might affect downloads.

Draft application submission
Fixed a bug that allowed existing draft applications to be submitted after a job was no longer visible on the careers site. Drafts can now only be submitted by following an active unlisted link.
